what is SEVIS?

SEVIS stands for Student and Exchange Visitor Information System. It is a nationwide, Internet-based system that the U.S. government uses to maintain accurate and current information on non-immigrant students (F and M visa), exchange visitors (J visa), and their dependants (F-2, M-2, and J-2).

Further, The Form I-20 (also known as the Certificate of Eligibility for Nonimmigrant (F-1) Student Status-For Academic and Language Students) is a United States Department of Homeland Security, specifically ICE and the Student and Exchange Visitor Program (SEVP), document issued by SEVP-certified schools (colleges, universities, and vocational schools) that provides supporting information on a student's F or M status. Since the introduction of the Student and Exchange Visitor Information System (SEVIS) run by SEVP, the form also includes the student tracking number (SEVIS ID number) and school code. The Form I-20 is only for F-1, F-2, M-1, and M-2 statuses. J-1 and J-2 status holders have an equivalent Form DS-2019 which is issued by a United States Department of State-designated J exchange visitor program.

What is an Apostille Certificate?

An Apostille is a certificate issued by a designated authority in a country where the Hague convention Abolishing the Requirement for Legalization of Foreign Public Documents, Apostille Convention, is in force. The Ministry of External Affairs attests original documents/true copies of documents for use abroad. Attestation done by the Ministry of External Affairs is of two types:

1. Apostille

India, since 2005, is a member of the Hague Convention of October 5, 1961 that abolished the requirement of legalization of foreign public documents. Apostille is acceptable in 105 member-countries of the Convention. Apostille is done for personal documents like birth/death/marriage certificates, Affidavits, Power of Attorney, etc. and educational documents like degree, diploma, matriculation and secondary level certificates etc. Any document Apostilled in one member country is acceptable in all the other 104 member-countries, signatory to the referred convention of 1961 thus greatly simplifying the process of attestation by making it needless to get the documents attested in each or for each of the countries separately.

2. Normal Attestation

This is done for all the countries which are not a member of Hague Convention and where Apostille is not accepted.

Procedure for Attestation/Apostille
Step 1 - Authentication of documents: All original documents/copies requiring attestation or Apostille should be first authenticated by the designated authorities of the State/Union Territory from where the document has been issued. In case of personal documents, Home/General Administration Department of the concerned State Government/Union Territory are the designated authorities. In case of educational documents, the documents should first be authenticated by the Education Department of the concerned State Government/Union Territory. Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce.

Portuguese Educational System

The portuguese educational system comprises three levels: basic, secondary and higher education.

Pre-school education is optional and is for children between the ages of three and the age of entering basic education.

Basic Education is universal, compulsory and free and comprises three cycles, the first cycle lasts for four years, the second lasts for two years and the third lasts for three years.

Secondary education is compulsory and it comprises a three year cycle (corresponding to 10th, 11th and 12th year of schooling).

The Higher Education System

The Portuguese Higher Education system has been undergoing a profound reform, in accordance with the European-wide strategy for the modernisation of Higher Education promoting the knowledge-based economy and society. A series of measures have been introduced in the last years for the accomplishment of what is known as the Bologna Process, namely with the aim to widen access to Higher Education, particularly for new publics, guaranteeing quality evaluation, modernising and internationalising Higher Education.

Higher Education is divided into three cycles of studies. Generic qualification descriptors were also defined for each of the cycles of studies, based on acquired competences, as well as the structure for the first and second cycles of study in terms of typical ECTS intervals.

Higher Education Institutions

Higher Education in Portugal is divided into two sub-systems, university education and polytechnic education.

The network of public Higher Education Institutions comprises 14 Universities, 20 Polytechnic Institutes and 6 institutions of military and police Higher Education.

The network of private Higher Education Institutions comprises 36 Universities and 64 Polytechnic Institutes.
